The more France came to be seen as the balance between Britain and Austria on the one side and Russia and Prussia on the other, the greater the leniency shown it. This time, Napoleon, ‘as an enemy and disturber of the tranquillity of the world’, was bundled off unceremoniously to St Helena.

From 1305 to 1377 the papacy remained under French influence. Two popes, one at Avignon the other in Rome, indulged in a papal squabble which ended with each excommunicating the other. Even after 1409, when both pontiffs were deposed and a third was elected in their place, the schism in the Church remained. In fact the disintegration of papal power worsened, for there were now three popes to satisfy, all of whom claimed divine authority. The decline of feudalism between 1300 and 1450 had also stimulated the rise of Europe’s dynastic states, whose interests were often contrary to that of the papacy and the Holy Roman Empire.

Not liberty but the guillotine became the symbol of France. The French Revolution also spawned the concept of total war. The idea expressed in the Convention’s Decree of 23 August 1793 that ‘all Frenchmen are permanently required for service in the armies’, marked the beginning of a nation in arms. As in the Europe: 1500–1914 37 religious wars of the sixteenth and seventeenth centuries, a note of fanaticism entered international relations. New political creeds replaced the old religious creeds.
